Plumber insurance UK: what cover a self-employed plumber needs
Templates and forms for UK plumbers: Plumber business templates →
TL;DR: Most self-employed plumbers carry public liability insurance, because clients and contractors ask for it and one flood can cost far more than a year's cover. If you take anyone on, read GOV.UK's employers' liability page before they start. On cost, Simply Business says the cheapest 10% of its plumbing, heating and ventilation customers paid £259.97 or less a year for up to £2m public liability (January to June 2026). MoneySuperMarket, using Simply Business data for 2024 policies, says 51% paid £508.48 or less.
What each type of cover does
| Cover | What it pays for | Plumbing example |
|---|---|---|
| Public liability | Injury to people or damage to their property caused by your work | A push-fit joint lets go overnight and brings the kitchen ceiling down |
| Employers' liability | Injury or illness to your staff | Your apprentice cuts a hand on a copper offcut |
| Tools insurance | Your tools lost, stolen or damaged | Press-fit tool and drain kit taken from the van |
| Professional indemnity | Financial loss from your advice or design | A heating design you specified doesn't heat the house |
| Van insurance | Your vehicle | Driving to jobs |
| Income protection / personal accident | You can't work | A back injury lifting a cylinder |
Do plumbers need public liability insurance?
In practice, most plumbers find they can't win much work without it:
- Letting agents and commercial customers may ask for your certificate.
- Main contractors may set a minimum limit in their contract.
- Water damage is expensive. Simply Business says the average plumbing claim it paid was £6,329, based on 71 claims between September 2025 and August 2026.
How much cover? Simply Business says 70% of its plumbing customers choose £1 million and 30% choose £2 million. If a contract asks for more, buy what the contract says.
Taking someone on? Check employers' liability first
Before an apprentice, labourer or mate starts work with you, read GOV.UK's employers' liability insurance page and ask your broker whether you need cover for them.
Practical checks:
- Ask the broker how they treat a labourer you pay by the day, or a family member who helps out.
- Get the certificate before their first day, not after.
- Keep a copy where staff can see it and a copy on your phone.
Your van and your tools
Tell your van insurer you use it for work and what you carry. GOV.UK's vehicle insurance page covers the basics.
Tools are often not covered by the van policy. If someone empties your van overnight, could you work tomorrow? Price tools cover against that. When you compare, check:
- cover overnight in the van and any conditions
- whether press tools and drain cameras are covered at full value
- new-for-old or minus wear and tear
Doing gas or electrical work too?
Simply Business suggests checking you're covered if you do work other than plumbing on some jobs, for example gas fitting or electrical work. Tell your insurer exactly what you do.
For gas, insurance and registration are separate things. Check your own Gas Safe registration covers the work, and see HSE's gas safety FAQs for the official position.
How much is public liability insurance for a plumber?
These are insurer and broker figures from their own customers. Your quote depends on your work, turnover, staff and claims history.
| Source | Figure | Period |
|---|---|---|
| Simply Business | Cheapest 10% paid £259.97 or less a year (£21.66 a month equivalent) for up to £2m public liability | 1 Jan – 30 Jun 2026 |

How to buy it, step by step
- Write down what you do. Domestic, commercial, heating, bathrooms, drainage, gas, unvented cylinders, any electrical work.
- Check what your customers and contractors ask for. Get the minimum limit in writing.
- Decide on extras. Tools, PI if you design systems, income protection.
- Get at least three quotes with the same limits and job list.
- Read the exclusions. Ask about heat work (soldering), water damage, work on commercial sites, subcontractors, and gas work.
- Save the certificate on your phone. You'll be asked for it.
- Diary the renewal. Don't let it lapse mid-job.
Records that back you up
If a customer claims your work caused a leak, your records are your defence:
- photos before and after the job
- what you fitted and where
- that you tested it and how
- the customer's sign-off at handover
